Agreements under official Saudi supervision
Saudi Arabia’s Ministry of Energy, the official source for the announcement, reported the signing of three power purchase agreements between the Syrian Electricity Company and Saudi-based Mohammed Ahmed Al-Harfi Company for solar power projects in Syria. The official announcement provides clearer information on the project structure, parties involved, and stated capacities.
According to the ministry’s infographic, the three solar projects are listed at 274 MW, 287.7 MW and 198.7 MW. The ministry states a total project capacity of 760 MW. The detailed figures sum arithmetically to 760.4 MW, while the official total is reported as 760 MW; Syrian Renewables therefore retains the ministry’s stated 760 MW total while preserving the individual figures as published.
The official source also confirms battery energy storage systems with an energy capacity of 1,077 MWh. This clarifies that the published figure refers to stored energy rather than instantaneous power in MW. The announcement does not specify storage duration or maximum charge/discharge power, both of which are needed for a full operational assessment of the BESS.
Two additional technical cooperation agreements
In addition to the PPAs, the official announcement identifies two technical cooperation agreements involving Mohammed Ahmed Al-Harfi Company, Saudi Electricity Company for Project Development (PDC), and Germany’s Siemens Energy. The participation of project-development and power-technology companies suggests that the package extends beyond electricity offtake arrangements to technical cooperation supporting project design, implementation, and grid integration.
Storage could be the most valuable grid component
For Syria’s electricity system, the strategic value is not limited to additional daytime solar generation. Large-scale battery storage can, depending on its dispatch strategy and connection point, shift output into peak periods, smooth rapid fluctuations, support frequency and voltage control, and reduce renewable curtailment. A precise assessment, however, requires disclosure of storage duration, grid-connection specifications, operating strategy, and charge/discharge power.
From signing to commercial operation
Signing power purchase agreements is an important contractual milestone, but it does not mean the projects are under construction or operational. Syria’s 2025 procedural guide for purchasing the full output of renewable energy projects places project implementation, technical and commercial grid connection, licensing, and commercial operation after the agreement stage. The appropriate status therefore remains signed/under development until implementation and grid-connection activity are documented.
The Saudi Ministry of Energy frames the agreements as supporting deeper economic partnership between Saudi Arabia and Syria, energy-infrastructure development, and sustainable development objectives. If the package reaches implementation with transparent financing, scheduling, and grid integration, it could become one of Syria’s largest announced combined solar-and-storage developments.
