Profile scope
This profile covers energy assets and industrial facilities located within the administrative boundaries of Homs Governorate. It distinguishes assets inside the governorate from supply lines and related facilities located elsewhere. Each record should identify the asset type, location, owner, operator, operational status, and date of the latest update.
Electricity and the grid
Documentation covers power generation facilities, substations, transmission and distribution lines, and the condition of the governorate’s electricity network. Supply hours, demand, and available-capacity figures are included only when they are dated, governorate-specific, and supported by a reliable source. Technical failures, fuel shortages, physical damage, and administrative or financial shutdowns must be recorded separately.
Oil, gas, and refining
This section covers gas fields and facilities, Homs refinery, pipelines, and associated processing and storage infrastructure. It distinguishes design capacity, available capacity, utilization rate, and actual production or throughput. No figure is accepted without verification of the reporting period, unit, owner or operator, and technical status of the relevant units.
Industrial assets and supporting infrastructure
This section documents major industrial facilities and their electricity and fuel requirements, together with the roads, pipelines, substations, and power lines that support their operation. The condition of each asset should be recorded separately, distinguishing structural damage, spare-parts shortages, supply constraints, and temporary operational shutdowns.
Rehabilitation and data priorities
The priority is to establish a unified geospatial register of power facilities, gas and refining assets, industrial sites, and supporting infrastructure. The register should include owner, operator, condition, nominal capacity, available capacity, actual operation, and rehabilitation requirements. An emissions and industrial-pollution baseline is also required before conducting time-series comparisons or assessing rehabilitation impacts.
