Profile scope
The profile covers Tartus Governorate including Baniyas and separates it from facilities in Latakia Governorate. Commercial port operations, petroleum infrastructure, the naval base, and proposed or disputed projects must be distinguished.
Electricity and the grid
Reuters reported in April 2025 that electricity was progressively restored in Tartus following a nationwide failure. This does not establish supply hours, available capacity, or each plant's condition and is not converted into a local indicator.
Baniyas, refining, and petroleum transport
Reporting in 2026 shows Baniyas as important for storage, maritime handling, and regional transit of petroleum products, while describing changing arrangements and infrastructure under development. Port and storage activity must be separated from refinery operation, and transit flows are not local production or refining.
Coastal environmental risks
The register should cover spills and incidents during unloading, transport, storage, and refining, identifying location, quantity, material, and response. Separate events are not aggregated into an annual figure without a consistent method.
Data and action priorities
Priorities are separate databases for the port, refinery, power station, tanks, and pipelines; documentation of operating status, flows, and ownership; and an environmental and logistics-energy register. Proposed or officially denied projects must be clearly labelled.
