Electricity in Northeast Syria: Raqqa Leads Recovery as Gaps Persist

An August 2026 report, “Northeast Syria Needs Update – Key Findings,” published by REACH, a joint initiative of IMPACT Initiatives, ACTED and UNITAR-UNOSAT, shows clear but highly uneven improvements in electricity services across Ar-Raqqa, Al-Hasakeh and Deir-ez-Zor.

The assessment surveyed 3,235 households across 763 communities and 39 sub-districts, with data collected between 10 May and 3 June 2026. The October 2025 Syria Needs Profile was used as the baseline for comparison.

Ar-Raqqa recorded the strongest improvement. The share of households relying on the main electricity grid increased from 62% in October 2025 to 90% in May 2026, while median electricity availability reached 13 hours per day, the highest among the three governorates.

In Deir-ez-Zor, main-grid connectivity increased from 39% to 58%, but improved access did not translate into reliable supply. The governorate-wide median stood at just 6 hours per day, with major local disparities: 24 hours in Thiban, compared with 4 hours in Muhasan and 5 hours in Khasham. Electricity also remained a comparatively high priority need, cited by 26% of households.

Al-Hasakeh remained the least connected governorate. Only 22% of households reported the main grid as their primary electricity source, while 67% relied mainly on generators. Median availability stood at 8 hours per day. Among surveyed households in Qamishli and Al-Hasakeh City, none reported the main grid as their primary electricity source.

The consequences extend beyond households. In Al-Hasakeh, only 31% of operating primary healthcare centres had generators to maintain service continuity, highlighting the direct relationship between electricity reliability and essential public services.

Overall, the findings point to three different recovery trajectories: Ar-Raqqa is progressing fastest in restoring services; Deir-ez-Zor is improving grid access but continues to face reliability gaps; and Al-Hasakeh remains the most constrained in terms of electricity access and service restoration.

Methodological note: comparisons with October 2025 should be interpreted as indicative trends rather than statistically tested changes. Ain al-Arab and Ras al-Ain were not represented in the factsheet, and data collection ended before the late-May 2026 Euphrates flooding.
