Profile scope
The profile treats Rif Dimashq as an administrative governorate distinct from Damascus despite strong interdependence in networks, services, and loads. Each asset must be precisely located and is not assigned to the capital merely because it serves it.
Electricity, generation, and networks
The governorate contains important assets within the national electricity system, but the sources used in this phase do not provide a unified current series for available capacity, actual generation, or supply hours. Plant nameplate capacity must be separated from operating units, fuel availability, and grid condition.
Distributed energy in urban and rural areas
Verification covers solar and battery systems in housing, agriculture, industry, and public services, with substantial variation in scale and use. Evidence from Damascus city is not generalized to Rif Dimashq, or vice versa, without a documented location.
Industrial areas and supporting infrastructure
Reuters reported in July 2025 the launch of an industrial project in Adra Industrial City in Rif Dimashq. This supports the need to document industrial demand and supporting infrastructure but is not itself evidence of improved electricity or a completed energy project.
Data and action priorities
Priorities are a precise register of generation plants, substations, lines, and industrial zones linked to load, fuel, and operating condition. A separate solar inventory is needed for agriculture, buildings, and services with coordinates and sources.
Major generation assets
The current Rif Dimashq reference baseline includes Al-Nasriyah Power Plant at 487.5 MW (1998), Deir Ali at 750 MW (2009), Deir Ali II Expansion at 750 MW (2013), Tishreen Expansion at 430 MW (2009), Tishreen Gas Power Plant at 225 MW (1995), and Tishreen Thermal Power Plant at 400 MW (1979). All values are nominal/reference capacities from the source workbook. External sources were used only to verify the Rif Dimashq geographic assignment of Al-Nasriyah and the Tishreen complex; workbook capacity values were not replaced.
